समग्र विकास के लिए कबीर और रैदास की जरूरत

विकास के लिए सबसे पहले समाज में आई जड़ता को दूर करना होगा। समाज में जागृति और जनजागरण से ही विकास की किरण पहुंच सकती हैे। जब तक हम यथास्थितिवाद को समाप्त नहीं कर देते तब तक समानुपाती विकास केवल सपना ही है।
आज समाज ं एक ऐसे जन आंदोलन की जरूरत है, जिसमें समाज के सभी वर्गों की समान भागीदारी हो। रविदास और कबीर जैसे महात्माओं के विचारों से प्रेरणा लेकर ही समाज में व्याप्त आंतरिक गतिरोधों के 'घूंघट के पट खोलÓ (इंदर सिंह नामधारी के उपन्यास का शीर्षक) को खोला जा सकता है।
मसलन, आज समाज में आरक्षण एक ऐसा मुद्दा है जो गंभीर विमर्श की मांग करता है। विभिन्न समुदायों के बीच खुदी खाई को पाटने के लिए संविधान में आरक्षण का प्रावधान किया गया लेकिन अफसोस कि कुछ लोग इसे हमेशा के लिए अपना समझ बैठे हैं। समाज में बराबरी लाने के लिए आरक्षण को एक रेखा मानकर प्रयोग किया गया था। माना गया था कि समाज के विकास की मुख्यधारा यानी रेखा से पीछे छुटे लोग रेखा के माध्यम से समाज के अन्य विकासशील लोगों के साथ पहुंच जाएंगे तब समाज में समानुपातिक विकास का वातावरण पैदा होगा और उसके बाद सभी वर्ग के लोग अपनी बेहतरी के लिए एक साथ काम कर सकेंगे, लेकिन ऐसा नहीं हो सका। आज समाज का स्टेट्स बदल चुका है। सभी तबकों के लोग मुख्यधारा में शामिल हो रहे हैं लेकिन दूसरी ओर, भारतीय संसद में बहस का स्तर गिर रहा है। देश की प्रमुख समस्याओं पर कोई भी बहस नहीं करना चाहता। सब लोग किसी तरह सत्ता प्राप्त करने की जिजीविषा पाल बैठे हैं। राजनीति में तो बस 'जिसकी लाठी, उसकी भैंसÓ की स्थिति हो गई है। वास्तव में, सबसे बड़े लोकतंत्र का तमगा पहनने वाले इस देश की हालत 'ऊपर से फिट-फाट, भीतर से मोकामा घाटÓ वाली है। ऐसी स्थिति में समाज को विकसित करने के लिए प्रतिभाशाली लोगों को आगे आने की जरूरत है। आज का समय पूर्वग्रह से ग्रसित होकर काम करने का नहीं है, बल्कि समाज के सभी लोगों को साथ लेकर चलने का है।

बदलते हालात ने भिखारी बना दिया

बांदा : यूं तो शहर और गांवों को सजाने-संवारने के लिए अनगिनत प्रयास किए जा रहे हैं। लेकिन हैरत तब होती है जब अपने ही शहर के वीआईपी परिक्षेत्र में भूख से टूटती किसी जीवन प्रत्याशा को देखकर। बांदा जनपद की सिविल लाइंस के नुक्कड़ पर रहने वाली इस वृद्ध महिला की जीवनकथा किसी उपन्यास के कथानक से कम नहीं है।

कुसुमकली, जिसकी उम्र 80 वर्ष है। थाना कबरई की निवासी है और जाति से विश्वकर्मा, लोहार है। यह जाति अन्य पिछड़े वर्ग में आती है। 15 वर्ष पूर्व उसका पलायन कबरई से बांदा हुआ था। कभी चलती ट्रेनों में भीख मांगकर गुजारा करने वाली इस निरीह महिला के पीछे अब जवान भतीजों की युवा पीढ़ी है, जिन्हें न तो खून के रिश्तों का एहसास है और ना ही उसके बूढ़े हृदय में पनप रहे दर्द की परवाह। शुरू में अपने भाई किशोरी के सहारे इस महिला ने जीवन को काटने का साहस किया पर बड़े भाई की शादी होते ही घर आई नई-नवेली भाभी के तानों और उत्पीडऩ को बर्दाश्त न कर पाने के बाद यह महिला लगातार 10 वर्षों तक चलती ट्रेनों में भीख मांगकर जिंदगी बसर करने लगी। लेकिन भूख बड़ी हत्यारन होती है। थक-हारकर इसका बांदा आना हुआ। घरों में काम करना और इसके बदले 100-150 रूपये मासिक मिलने के बाद जो कुछ बचता वह उसकी किस्मत का हिस्सा बनता। शहर के इन्दिरा नगर, वन विभाग, बिजली खेड़ा के घरों में बर्तन मांजने वाली कुसुमकली बाई के रूप में जानी जाने लगी।
आशीष सागर बताते हैं कि कभी उसने उनके यहां भी बर्तन मांजने का काम किया था। जब कभी मुहल्ले में शादी-ब्याह होता तो उसकी किस्मत थोड़ी मेहरबान होती। मसलन, बारात का बचा हुआ खाना और परजों को मिलने वाली हल्की धोती से उसका बदन ढक जाता। शरीर जर्जर हो गया और घरों में काम करना बुढ़ापे एवं आंखों की कम होती रोशनी के साथ छूटता चला गया। अभी कुछ दिन पहले ही वो कबरई गई थी। लेकिन अब पीहर में पूछता कौन है। भतीजों ने मार-पीटकर घर से चलता कर दिया। उसके एक दिन बाद जब धर से निकलते हुए इस बदहवास महिला को अपनी टूटी हुई झोपड़ी बनाते देखा तो सहसा कदम आगे नहीं बढ़े। उसने बुझी आंखों से जो कुछ भी दिल का गुबार था कह डाला-बिटवा मोर कौनो निहाय, सब मर गये हैं, कोऊ खांवै का नहीं देत आय। उसकी यह हालत देखकर बरबस ही यह सोचना पड़ता है कि वृद्धावस्था पेंशन आखिर क्यों और किनके लिए बनी है। अब कहीं न कहीं एक मौन प्रश्न रह जाता है समाज में तिरस्कृत हुए उन तमाम बुजुर्गों की ओर से जो गांवों और शहरों के बीच की दूरी नापकर स्वयं के मातृत्व मोह में अपने परिवार से दूर नहीं जाना चाहते लेकिन विषम परिस्थितियां और बदलते हालात उन्हे भिखारी बना देते हैं, उन्हीं लोगों के कारण जिनके लिए उन्होंने सारा जीवन अर्पित कर दिया।

Justice Katju's last casteist avatar

In December 2012, speaking at a seminar in New Delhi, former Supreme Court judge and Press Council of India chairman Justice Markandey Katju said that 90 per cent of the Indians were fools, who could be easily misled in the name of caste and religion. Tanya Thakur, a law student in Lucknow and her brother Aditya Thakur sent a legal notice to Katju, demanding that he should either apologise for his comment or be ready to face legal proceedings. Katju did not apologise but in his reply to the notice he said that the media had misreported his statement. But he stood by his comment that 90 per cent of Indians were fools. “I did not take your name, nor did I take the name of any community, caste or group and neither did I say that you are among the 90 per cent fools, then how could my statement hurt your sentiments?” Katju asked. The question is that if, in Katju’s view, Tanya Thakur and Aditya Thakur are not among the 90 per cent fools then who are the persons that fall in the category are. Make no mistake. Katju’s calculations are precise. He includes in this “fools” category Dalits, OBCs and Muslims - the 90 per cent who vote in the name of caste and religion. It is they that can be easily misled, he says.
One should try to discern the hidden meaning of Katju’s statement - his real intent. The fact is that he is concerned about those 10 per cent who were lording over the 90 per cent for ages. But the times have changed. The 90 per cent are now aware of their strength. They have also formed their separate political outfits. The slogan of ‘Vote hamara, Raj tumhara” (Our vote, your rule) is no longer valid. It has been re-phrased as ‘Vote hamara, Raj bhee hamara’ (Our vote and our rule). Katju and others in the 10 per cent elite league are naturally concerned - and worried. He says that truth is bitter. He also says that sometimes, in the interest of the patient, bitter medicine has to be administered to him. Here, who is the patient and what is the bitter medicine? Let us try to find out.
The e-mail Katju sent to Tanya and Aditya betrays his obsession with the past. But I am not surprised. For, a judgment delivered by him in 1992, when he was a judge in the Allahabad High Court had also displayed his pride in and love for the past. In the mail he says, “There was a time when we were world leaders in the fields of science and technology and India was the most prosperous country of the world. India gave the world the concept of ‘zero’ (decimal system) and we had invented plastic surgery 2000 years before the Europeans did. But today, we are passing through the worst phase of our history. Our past was great and our future can become greater if the 90 per cent people - the majority which I call fools - chucks its backward and casteist mindset.” This is Katju’s prescription for a sick nation. This is his bitter medicine.
How patently unscientific is Katju’s argument that if India is backward today, it is because 90 per cent of her people have become casteist. The fact is that artisans and producers constitute this 90 per cent and without their contribution, India can never progress. Katju is describing this artisan and producer class as fools and considers the 10 per cent, who are exploiters, as “the wise men free from the stranglehold of casteism and religiosity”. Does he not know that it is this 10 per cent who have injected the poison of religion and caste into India’s body politic? They are the persons who have sown the seeds of communalism and casteism and harvested a crop of votes in every election. Katju belongs to the same class.
Does Katju remember his 1992 judgment against reservation for Dalits? That judgment had exposed the nauseating anti-Dalit face of Katju. I want to quote verbatim from the judgment so that you can yourself see Katju for what he is. He wrote. “The policy of reservation, as enshrined in the Constitution, is a compromise. But in my view, reservation in the fields of science and technology is unconstitutional”. That means he believes that reservation in the fields of art and literature is not unconstitutional. It also means that Dalit children should not study science and technology. He said, “Science has no caste”. Probably, it was his considered view that all other fields of human knowledge and skill belong to one or the other castes. He argued, “The objective of reservation is social welfare but reservation in the field of science will only harm society”. He even went on to say that “This is a question of life and death for us.” Mark the word “us”, which stands testimony to his brahmanical arrogance. How bitter and deep-rooted his anti-Dalit stance was is evident by the vicious arguments he put forth in his judgment. “A bungling doctor is dangerous for the health of society, just as an inefficient engineer poses a threat to the people’s security because the bridges and buildings he constructs are defective and flawed.” Thus, he presumes that the Dalits are inefficient and incompetent. In 1992, writing about the judgment, I had said that it was a direct quote from the Manusmiriti and was against the values of freedom, equality and brotherhood, which are integral to our Constitution. Katju might not remember, but after this judgment, at many places Dalit students had caught donkeys and let them off in markets and other public places after painting “Justice Katju” on their backs. I myself witnessed this in Sultanpur.
The fact of the matter is that Katju’s anti-Dalit attitude is born out of his anxiety over the downfall of Brahmanism. Like some “nationalist Brahmins”, he has somehow acquired the abjectly false notion that India was once the world-leader in the field of knowledge and science and that the British imperialists, by aiding and abetting the rise of communalism and casteism in India, had brought about its downfall. He has shared his concern with the Tanya and Aditya Thakur too. His mail says, “Before the Britishers arrived at our shores, India was a prosperous country. In 1700, its share in the world trade was 30 per cent, which fell to 2 per cent by the time the British quit India and at present, it is around 3 per cent”. He writes that it was because of this that “today, India is a poor country and 80 per cent of her people are reeling under poverty and unemployment”. What he is saying may be factually correct but his reasoning is flawed. We will have to place his statements in their proper perspective. Two things are important here. One, the India of 1700 was not a Brahmin Bharat but it was a ‘Muslim Bharat’. If India’s share in the world trade was 30 per cent then the credit for it must go to the Muslim rulers. Second, a bigger share in the world trade does not necessarily mean that the India of circa 1700 was a prosperous country. And even it was, it does not automatically follow that her people were happy. Hence, the key issue is whether the prosperity that, according to Markandey Katju, informed India 300 years ago, was shared by the Dalits, the farmers and the labourers? Will he condescend to spare a look at the literature of that era, which gives a heart-rending description of the miseries of the Dalits, labourers and farmers? These accounts would definitely enlighten the “nationalists”, who believe that the pre-British India was a prosperous country. Still, if Katju would like to believe that present-day India has more unemployment and poverty, he is free to do so. But if he blames casteiem for it, he is wide off the mark. The reason for the dismal state of affairs is the anti-people political and economic policies. Due to these policies, capital is getting concentrated into private hands and is not serving to enhance employment opportunities. Capital is being put to unproductive uses. But it is also true that the Dalit renaissance that came about in the 19th century has given the Dalits a sense of self-confidence and dignity. They are quitting unhygienic jobs in large numbers but the government is doing precious little for their rehabilitation with the result that unemployment is on the rise among them. Katju should know that poverty and unemployment in the country are the handiwork of the 10 per cent populace whom Katju believes to be the epitome of wisdom.
In his e-mail, Katju has flayed honour killings, dowry deaths, atrocities on Dalits and gender discrimination - something that every liberal Brahmin does. But he did not even show the minimal magnanimity of giving the credit to the British for bringing democracy to the country. He writes, “There was no communalism in India till 1857. There was no animosity between the Hindus and Muslims. Both had joined forces to wage the battle against the British in the revolt of 1857. After crushing the revolt, the British adopted the policy of ‘Divide and Rule’ to perpetuate their control over India. A policy decision was taken in London to sow the seeds of hatred between Hindus and Muslims”. For the sake of argument, we can concede that something like this might have happened. But this is not the whole truth. Katju is completely ignoring the bloody battles fought between Hindu and Muslim kings in the Mughal era. These battles were no different than the revolt of 1857. If the Hindu kings fought against the Muslim rulers to save their kingdoms, the same happened in 1857. Since the East India Company had decided to liquidate all the indigenous states, the Hindu and Muslims Rajas and Nawabs forged a joint front against the company government. It was this ruling class which incited the revolt in the name of freedom. Katju says that Hindus and Muslims had unitedly fought against the British but those were exactly the persons who could easily get misled in the name of religion and caste. This revolt was mounted by kings and landlords but those who actually waged the battle were those who could be easily misled in the name of caste and religion. Those who do not believe this may do well to go and read the manifesto of Bahadurshah Zafar which said that the scriptures of the Hindus and the Shariat of the Muslims - both were in danger and that the British government had given the right to file cases against the landlords even to the members of the lowly castes, which was an insult to the landlords. Needless to say, these types of Hindus and Muslims had joined hands to fight against the British in 1857 and their battle was not only against the British - it was also against social reform. This was a Crusade of sorts and an attempt to protect the estates of the landlords and the territory of the kings. Had the revolt succeeded, God only knows how many centuries would have gone by before India became a united and democratic entity.
Katju contends that communal riots took place only after 1857’. He is right. That is because prior to 1857, the Muslims were ruling the country and and a confrontation with the ruler is called revolt not riot. In the British rule, both the Hindus and Muslims were the ruled and it was pretty obvious that there would be struggle for dominance and representation between them. Just as the revolt of 1857 was not a riot, so the Hindu-Muslim post-1857 struggle was not a revolt. A revolt is against a ruler; riots are between the ruled.
At the end of his mail, Katju says that if India wants to become the world-leader in the field of science andtechnology once again, science (or the study of it) would have to be brought within the reach of every person. If that is the case, then, why had he tried to stop Dalits from studying science in his 1992 judgment?

आम्बेडकर और फुले के गायक को जेल भेजा गया

जोतिबा फुले और आम्बेडकर के विचारों को गीतों में पिरोकर वंचित वर्गों में सामाजिक चेतना का संचार करने वाले कबीर कला मंच के शीतल साठे और सचिन माली को जेल भेज दिया गया है।
पुलिस सूत्रों के अनुसार 3 अप्रैल को महाराष्ट्र विधानसभा के पास उन्होंने आत्मसमर्पण कर दिया था। महाराष्ट्र सरकार और पुलिस का आरोप है कि कबीर कला मंच के कार्यकर्ता माओवादी विचारधारा का प्रचार करते हैं और वे नक्सल हैं। जबकि साठे और उनके साथियों का कहना है कि वे जोतिबा फुले और आम्बेडकर के विचारों को गीतों में पिरोकर दलितों और पिछड़ों में जागरुकता फैलाने का काम करते हैं। पुलिस मंच के इन कलाकारों के पीछे एक अरसे से पड़ी हुई थी और उन्हें ढूंढ रही थी।
शीतल कबीर कला मंच से लगभग एक दशक से जुड़ी हुई हैं और भारत के विभिन्न स्थानों पर जाकर बहुजनों के पक्ष में सामाजिक-सांस्कृतिक और राजनीतिक पर्यावरण बनाने का काम कर रही हैं। कबीर कला मंच का दावा है कि गुजरात में जब 2002 में दंगे हुए तो कबीर कला मंच ही पहला ऐसा दलित ग्रुप था जिसने वहां जाकर सामाजिक सद्भावना स्थापित करने की कोशिश की। महाराष्ट्र के खैरलांजी में जब दलितों के साथ अत्याचार हुए तब भी इसने दलितों के पक्ष में आवाज उठाई थी। लेकिन जैसे ही यह आवाज पुणे पहुंची, उसके खिलाफ  पुलिस कार्रवाई शुरू हो गई और अब महाराष्ट्र की एटीएस उन्हें नक्सली बताने लगी है। सरकार कहती है कि मंच नक्सलियों की मदद करता है जबकि मंच से जुड़े कलाकारों का कहना है कि गरीबों की जमीन निगलने वाले एसईजेड (सेज) और बिल्डरों के खिलाफ  आंदोलनों से मंच के जुडऩे से बौखलाकर सरकार ने मंच को नक्सली का नाम दे दिया। दूसरी ओर, सरकार की दलील है कि ऐसे संगठनों को काबू में करना इसलिए जरूरी है, क्योंकि पहली बार शहरी इलाकों में माओवादियों की आवाजें सुनाई दे रही हैं।
जेल भेजी गई शीतल ने पुणे यूनिवर्सिटी से समाजशास्त्र में एमए किया है जबकी सचिन एमए करने के बाद पुणे विश्वविद्यालय से ही एमफिल कर रहा है। उनके साथी बताते हैं कि शीतल में यूनिवर्सिटी की पढ़ाई के दौरान दबे-कुचलों के लिए लड़ाई का जज्बा जागा और वह 2002 में अमरनाथ चंदेलिया के कबीर कला मंच में शामिल हो गईं। एटीएस की फाइलों में शीतल और उनके साथियों पर लोगों को भड़काने और क्रांति व क्रांतिकारियों की कहानियां सुनाने का आरोप है। शीतल अक्सर भगत सिंह की कहानियां सुनाती हैं और आम्बेडकर, जोतिबा फुले और अन्नाभाऊ साठे को अपना आदर्श मानती हैं। कबीर कला मंच बचाओ समिति के शाहिर संभाजी कहते हैं, शीतल सिर्फ  एक बेहतरीन गायक ही नहीं है बल्कि खूबसूरत कविताएं लिखने के साथ-साथ म्यूजिक भी कम्पोज करती है। अगर वह इस देश के बहुजनों के पक्ष में आवाज उठाती है तो यह उसका प्रजातांत्रिक अधिकार है और इसे कोई उससे छीन नहीं सकता।
गौरतलब है कि एटीएस ने 2011 में एंजला को नक्सलियों का सचिव बताकर गिरफ्तार किया था और कहा था कि नक्सली कबीर कला मंच  की फंडिंग कर रहे हैं। उसके बाद कबीर कला मंच के 24 साल के सिद्धार्थ भोंसले और दीपक डांगले की गिरफ्तारी हुई। दो लोगों की नक्सलियों के नाम पर गिरफ्तारी से मंच के कई कार्यकर्ता हिल गए और उन्हें भूमिगत होना पड़ा। एटीएस का आरोप है कि इन लोगों में से कई के संबंध नक्सलियों से हैं। नक्सली बताने का काम उन इकबालिया बयानों के आधार पर किया जा रहा है जो पुलिस ने गिरफ्तार लोगों से हासिल किए हैं।
कबीर कला मंच बचाओ समिति का कहना है कि आपने भले ही कभी बंदूक छुई भी न हो लेकिन अगर आपकी ढपली पुलिस की गोली से तेज चलेगी तो आप सत्ता की नजर में नक्सल हो जाएंगे। कबीर कला मंच उस जनता का सांस्कृतिक चेहरा है जिससे भाषा छीन ली गई, संस्कृति से बेदखल कर दिया गया, उनके जमीन और आजीविका के साधन छीन लिए गए और सदियों की गुलामी में धकेल दिया गया और अब कारपोरेट घरानों के इशारे पर इनकी अभिव्यक्ति की आजादी का गला घोंटा जा रहा है जो संविधान की मूल भावना के खिलाफ  है। गरीब और मजदूर वर्ग के लिए उनके पक्ष में और उनके बारे में गीत गाना और नाटक करना किसी भी दृष्टि से अपराध नहीं है।

एक बहादुर रेजीमेंट की गाथा

चमार रेजीमेंट और अनुसूचित जातियों की सेना मे भागीदारी, हवलदार सुलतान सिंह की पहली पुस्तक है। लेखक ने इस कृति के माध्यम से यह बताने की कोशिश की है कि एक ऐसी रेजीमेंट जो कि आज अस्तित्व में नहीं है, उसके जवान कितने बहादुर थे। 
पुस्तक के आवरण पर छपा वाक्य जब आप घर जाएं तो उनसे जरूर कहना कि उनके कल के लिए हमने अपना आज दिया है। ये शब्द कोहिमा शहीद स्मारक पर आज भी अंकित हैं। पुस्तक उन बहादुर जवानों की याद में लिखी गई है, जिन्होंने दुश्मनों से लड़ते हुए अपनी जान कुर्बान कर दी थी। लेखक ने ऐतिहासिक संदर्भों केमाध्यम से द्वितीय विश्व युद्ध में चमार रेजीमेंट के जवानों की शौर्य गाथा को वर्णित किया है। पुस्तक बताती है कि रेजीमेंट के उसी समुदाय के जवानों ने रणक्षेत्र में कितनी बहादुरी का परिचय दिया था, जिस समुदाय के सदस्यों को आज गुणविहीन और डरपोक घोषित कर उच्च पदों पर आसीन नहीं किया जा रहा है। लेखक पलासी के युद्ध का संदर्भ देते हुए लिखते हैं कि जंग में अंग्रेज सेना के पास तीन हजार युवक थे जो अनुसूचित जाति के थे और मीर जाफर के पास पचास हजार सैनिक थे। इसके बाद भी अंग्रेज सेना के जवानों ने 50,000 सैनिकों के छक्के छुड़ा दिए थे जो उनकी वीरता का परिचायक था।
पुस्तक लेखक की कठिन मेहनत और लम्बे शोध का परिणाम है। यह पुस्तक कोई कहानी नहीं है बल्कि एक ऐसी सच्चाई है जिसे नकारना शायद ही किसी के बस की बात हो। पुस्तक वर्तमान सेना में जो मिथक व्याप्त हैं उन्हें दूर करने की जरूरत पर बहस की शुरुआत करेगी। पुस्तक में केवल चमार रेजीमेंट पर ही नहीं बल्कि  सेना से जुड़े हर उस पहलू पर रोशनी डालने का प्रयास किया गया है जिसके बारे में आम लोगों में जिज्ञासा है। मसलन, सैनिक लड़ता क्यों है, सैनिक सेवाओं में प्राप्त होने वाली सुविधाएं और प्रत्येक नागरिक का सैन्य सेवा करने का अधिकार। भीमराव आम्बेडकर के सेना के बारे में विचारों का भी पुस्तक में समावेश है। कुल मिलाकर यह पुस्तक मात्र नहीं है। यह ब्रिटिश काल से लेकर अब तक के सेना के इतिहास का एक सच्चा दस्तावेज है। यह सेना पर एक शोध प्रबंध है।

जेएनयू, एम्स, बीएचयू में ओबीसी प्रवेश पर रोक

वाहरलाल नेहरू यूनिवर्सिटी, (जेएनयू) बनारस हिंदू यूनिवर्सिटी, बीएचयू और अखिल भारतीय आयुर्विज्ञान संस्थान, एम्स जैसे सर्वोच्च शिक्षण संस्थानों में एक तरह से ओबीसी प्रवेश निषेध की तख्तियां लगा दी गई हैं।
पिछले दिनों जेएनयू में प्रोफेसर और एसोसिएट प्रोफेसर के 163 पदों पर नियुक्ति के लिए विज्ञापन निकला है लेकिन इसमें ओबीसी के लिए एक भी सीट आरक्षित नहीं की गई है। गौरतलब है कि 27 प्रतिशत के हिसाब से इसमें 44 सीटें ओबीसी की होनी चाहिए। फारवर्ड प्रेस ने जब इस संबंध में जेएनयू के कुलपति एसके सपोरी से पूछा तो उन्होंने कहा कि ओबीसी को इन पदों पर आरक्षण नहीं देने का निर्णय जेएनयू एकेडमिक काउंसिल में लिया गया है।
इस मुद्दे पर एआईबीएसएफ अध्यक्ष जितेंद्र यादव बताते हैं कि जेएनयू कुलपति के इस रवैये के खिलाफ  यूनिवर्सिर्टी के ओबीसी छात्रों ने मानव संसाधन विकास मंत्रालय पर 5 मार्च को विरोध-प्रदर्शन भी किया लेकिन जब निर्णय लेने वाले सभी पदों पर द्रोणाचार्य बैठे हों तो एकलव्यों का अंगूठा कटना लाजिमी है। यही हाल बनारस हिन्दू यूनिवर्सिटी का भी है। बीएचयू में 312 प्रोफेसर और एसोसिएट प्रोफेसर की नियुक्ति के लिए विज्ञापन जारी हुए हैं लेकिन यहां भी ओबीसी आरक्षण लागू नहीं किया गया है। यहां 27 प्रतिशत के हिसाब से 85 सीटें ओबीसी की होनी चाहिए।

दूसरी ओर फारवर्ड प्रेस को उपलब्ध करवाई गई सूचना के अनुसार एम्स में प्रोफेसरों के 50 पद खाली हैं। दिसंबर, 2012 में एम्स ने 37 प्रोफेसरों की सीधी नियुक्ति के लिए विज्ञापन निकाला था। इसके तहत 20 सामान्य वर्ग, 13 ओबीसी व 4 एससी प्रोफेसरों की नियुक्ति होनी थी। विज्ञापन प्रकाशित किए जाने के बाद फैकल्टी एसोसिएशन ऑफ एम्स, फैम्स ने इस पर आपत्ति जताई। फैम्स वही संगठन है जिसने 1990 में ओबीसी आरक्षण के विरोध में लम्बा आंदोलन चलाया था। फैम्स ने इस मुद्दे को केन्द्रीय स्वास्थ मंत्रालय के समक्ष उठाया। चूंकि मामला सीधे-सीधे आरक्षण के विरोध में था इसलिए स्वास्थ्य मंत्रालय ने भी त्वरित कार्यवाही करते हुए भर्ती प्रक्रिया पर रोक लगा दी और पूर्व स्वास्थ्य सचिव पीके प्रधान की अध्यक्षता में एक पांच सदस्यीय कमेटी का गठन कर दिया। फैम्स सीधी नियुक्ति प्रक्रिया का विरोध कर रहा है और प्रमोशन के द्वारा इन पदों को भरने की मांग कर रहा है, क्योंकि पदोन्नति में आरक्षण लागू नहीं है। 2003 में 164 फैकल्टी सदस्यों की सीधी भर्ती से नियुक्ति हुई थी परंतु तब फैम्स ने इसका विरोध नहीं किया था, क्योंकि उस समय एम्स ने ओबीसी आरक्षण नहीं लागू किया था। न केवल एम्स बल्कि देश के अन्य छ: एम्स, राममनोहर लोहिया इंस्टीट्यूट ऑफ  मेडिकल साइंस और लेडी हार्डिंग मेडिकल कालेज जैसे संस्थानों में भी आरक्षण के नियमों को  धता बताया जा रहा है। आरएमएल में 88 और लेडी हार्डिंग में 77 पद हैं लेकिन आरक्षण का कोई प्रावधान नहीं है। एम्स के आरक्षण विरोधी व्यवहार के खिलाफ  संघर्षरत जनहित अभियान के प्रयास से विभिन्न पार्टियों के सात सांसदों ने इस संबंध में 5 अप्रैल को पत्र लिखकर प्रधानमंत्री से अपनी नाराजगी जताई थी। शरद यादव ने लिखा कि प्रधानमंत्री कार्यालय और स्वास्थ्य मंत्रालय की मदद से एम्स आरक्षण विरोधियों का गढ़ बना हुआ है। सांसद रमा देवी ने लिखा कि रिव्यू कमेटी में रिजर्व केटेगरी का एक भी सदस्य नहीं है, फिर कैसे इस कमेटी की सिफारिशों को स्वीकार किया जा सकता है। जदयू सांसद अली अनवर, बीएसपी के दारा सिंह चौहान, कांग्रेस के असफरार-उल-हक लोजपा के रामविलास पासवान, प्रसन्न कुमार पत्तासनी और भाजपा के हुक्मदेव नारायण यादव ने भी प्रधानमंत्री को पत्र लिखकर यथाशीघ्र नियुक्ति प्रक्रिया शुरू करने की मांग की थी।
लेकिन जैसे कि एक फिल्मी गाने के बोल हैं न कि बातें हैं बातों का क्या, ठीक उसी तरह राजनीति के हिसाब से देखें तो सत्तारूढ कांग्रेस के लिए तो ये विरोधियों की चिट्ठियां हैं, चिट्ठियों का क्या। किन्तु चिंताजनक यह है कि जेएनयू, बीएचयू और एम्स में बड़ी संख्या में प्राध्यापकों के पद अरसे बाद घोषित हुए हैं। अगर इस बार भी ओबीसी अपना अधिकार लेने में चूक जाते हैं तो यह चूक ऐतिहासिक होगी, जिसका दूरगामी नकारात्मक प्रभाव न सिर्फ  इस देश के अकादमिक जगत बल्कि राजनीतिक और सामाजिक व्यवस्था पर भी पड़ेगा।

The casteist packaging of TV Channels

Meira Kumar, Speaker of the Lok Sabha and daughter of Babu Jagjiwanram contests Lok Sabha elections from Sasaram reserved constituency in Bihar. I wrote many a letter to her, pointing out that the Lok Sabha TV was not adhering to the rules regarding reservations for SCs, STs and OBCs. Her office did not even acknowledge the receipt of my letters. This is very common. Government offices do not reply to such letters, no matters who heads the office concerned.
When, under the RTI, I sought information about the social background of the employees of Lok Sabha TV, I was informed that 107 people work in it. Their names and their posts were also intimated to me. Additionally, I was informed that all the employees had been hired as “consultants” on contractual basis and that reservation rules did not apply when employees were hired through contracts. Interestingly, I was also informed that the employees were recruited on the basis of a written test, followed by an assessment of their ability to work in a TV channel and an interview.
As I have written in my earlier columns, the words in currency in the Indian society have dual meanings. What is described as a “test of ability” often tests the class of the applicants. The results of these tests invariably declare Dalits, Tribals and OBCs as having failed. In fact, in the Indian society, “ability” is merely a packaging – a euphemism – for caste. In the Lok Sabha TV, the OBCs, Dalits and Tribals do not have representation as per rules. Here is Parliament that frames the laws for the welfare of the OBCs, Dalits and Tribals. But those rules do not apply within its precincts. The office of the Parliament obeys the orders of the Speaker/Chairman of the House concerned.
There are many routes through which recruitment is made to the Lok Sabha. The reservation rules apply only when recruitment is made on permanent posts. On the other hand, ever since reservation has been implemented, permanent appointments have almost ceased – at least for class three and four posts. The reply to my RTI query said that the Lok Sabha TV makes recruitment as per rules framed by the Lok Sabha Secretariat. But a copy of the rules was not provided.
When an RTI appeal was filed, a few pieces of interesting information came to the fore. First was the copy of the order that said that reservation rules did not apply while hiring consultants. This order was applicable to the Lok Sabha secretariat. But Lok Sabha TV was also construed to be a part of the Lok Sabha secretariat. Second, it was stipulated that consultants would be appointed for a short period of time for executing specific jobs. Hiring of consultants for handling day-to-day jobs for years at end was not permitted. Third, almost all the staffers of Lok Sabha TV are consultants and the rest are permanent employees of other departments, who are working there on deputation. If the Parliament itself is disregarding the letter and spirit of the Constitution and the laws made there under, what can we expect from other government agencies? What is interesting is that even MPs are wary of raising the issue of non-implementation of reservation rules in Lok Sabha TV. The Lok Sabha Speaker is omnipotent within his/her jurisdiction. No questions can be raised about his or her conduct or behaviour even within the Lok Sabha. That is why, while the Lok Sabha discusses the issue of reservation in all organizations and offices in the country, no one raised the issue of lack of reservation in Lok Sabha TV. Fourth, the Lok Sabha Speaker has the power to re-interpret the rules framed earlier and change the manner of their implementation. But Meira Kumar did not think it proper to exercise her powers. Of course, the list of appointments made during her tenure can also be obtained under RTI.
Anyway, I want to share with you the information about the OBCs, Dalits and Tribals working in Lok Sabha TV.  It will interest you. A total of 13 persons belonging to these categories are working in the Lok Sabha TV. Of them, barring one, all others are on deputation from other departments. The status of only one staffer – Babulal – is not clear as to whether he is a direct appointee or is on deputation. He is an SC and is a chamber assistant, i.e., a peon. Of the remaining 12, four are OBCs, two junior clerks and two attendants. Of the four SCs, one is senior executive, one executive, one chamber assistant and one grade-three attendant. The only ST is a junior executive. In any media organization, the editorial department is the most important one. Whenever the social background of the media is studied, the composition of the editorial department forms its basis.
These statistics show that only representation does not lead to social change. The fact that Meira Kumar is the Speaker does not automatically mean that the reservation rules would be followed or that she will take any initiative to enforce them. It is pertinent that she does not need the permission of any government department or agency to enforce the rules. But still that has not been done.
And this is not limited to the Lok Sabha TV. The Rajya Sabha TV too is following the same rules. It did not even need to take any steps to bar the entry of Dalits, OBCs and Tribals. The Lok Sabha TV rules were simply enforced there on the plea that they were already in force. The vice-president of the country is the ex-officio chairman of the Rajya Sabha. The chairperson and vice-chairperson of the Rajya Sabha both hail from the minority community but that does not mean that the reservation rules, framed to bring about social equality, would be implemented in the Rajya Sabha TV. I have obtained information about the Rajya Sabha TV too under the RTI. It was revealed that the RS TV too could not find “qualified persons” from amongst the OBCs, Dalits and Tribals. The socially dominant groups have grown so aggressive that even the implementation of reservation rules has become next to impossible.

Here, I would like to apprise you of the fact that every year, a substantial number of OBC, Dalit and SC boys and girls pass out from the Indian Institute of Mass Communication (IIMC). They first face the entrance exam and then pass the various exams of the institute. But then begins the test of their ability in media organizations – whether owned by capitalists or the government. And everywhere, they are declared unfit. The fact of the matter is that the representation of a community in the system has its own limitations. The entire community cannot hope to gain from it.

Beggars of Circumstance

 While everything possible is being done to ensure that the city looks better and its lifeless structures last longer, no one seems to be bothered about the ebbing of the desire to live, just a stone's throw away from the VIP locality of the town. The story of the life of this old woman, who lives at a corner of the Civil Lines, reads like a novel.
Kusumkali is 80 years of age and hails from Kabrai in the district. She belongs to the Vishwakarma (ironsmith) caste, categorised as an OBC. She migrated to Banda from Karbai about 15 years back. 
It is not that Kusumkali is alone in the world. She has many nephews but they care two hoots for their blood relations with her and are completely oblivious to her travails.
Initially, she tried living with his brother Kishori. But once the brother got married his wife did not rest till she had driven Kusumkali out of the home by making her life hell. For ten years, she begged on running trains to survive. After she became too old and infirm to board trains and get down from them, she shifted to Banda, where she made a living by cleaning utensils in middle-class homes for Rs 100-150 per month.  She was known as Kusumkali Bai in Indira Nagar, Forest department colony and Bijli Kheda localities of the city. Ashish Sagar says that she had worked at his house for a couple of years. Whenever there was any marriage in the locality, Ksusumkali's life became a bit better for a few days. She got the left-overs of the food consumed by the 'baraatis' and sometimes, a cheap sari too as gift. But soon, she grew too weak to do even this work. Failing eyesight and old age meant that one by one, she lost her work in all the houses. Recently, she went to Karbai. But who was there to welcome her in her own home? The nephews drove her out of the house. A few days back, I saw her re-building her damaged hut. I ventured to talk to her. She poured out her pain and anguish. “Bitwa, I have no one in this world. All are dead. No one gives me anything to eat”. 
Her condition makes one ponder as to for what and whom is the destitute and old-age pension meant for. And this is the question staring at all those elderly men and women, who have been discarded by their families. They do not want to leave their near and dear ones but the changing circumstances have turned them into beggars. And the circumstances are created by those very family members for whom they have devoted their entire lives.

Stripped of all but Caste

A vagrant, as I am, once I started, there was no stopping. me. From Allahabad to Varanasi, moving from one akhara (militant ascetic order) to another I   got acquainted with all the seven akharas of Naga Sadhus. But most of  the time was spent with the sadhus of Juna, Niranjani and Mahanirmani akharas. The casual acquaintance soon changed into longish sittings. Then, there was a time when I began spending my nights in the akharas. At Varanasi, I spent three days in an Akhara: with a Naga sadhu.

Different kinds of hermits. Different thoughts. Diverse ideas but a common objective in life: “worshipping humanity” “serving the religion”. But   a wide chasm between   words and deeds. Living amidst them, I am getting acquainted with their beliefs.  For instance,  "Dalits and OBCs have destroyed the structural composition of the akharas.  Religious affairs were best dealt with only by Brahmins. The Kshatriyas were always considered protectors of the religion. So, they  are also allowed into the world of the hermits. But where was the need for the Shudras? They should do what they are ordained for. Out of their greed for power and money, some akharas had started admitting Shudras into the community of Sanyasis. That is harming the cause of the religion". And many other similar things. The literature of an akhara states   that earlier only Brahmins and Kshatriyas were permitted to take sanyas but now Vaishyas have also been granted this permission. But the publication says nothing about Shudras taking sanyas. A distinct hostility against non-Hindus, especially Muslims and Christians, is very palpable.    Most of the Akharas believe that Muslims and Christians were enemies of the Sanatan Dharma. Their only objective was to harm our religion. Some sanyasis  level the same allegation against the Buddhists also.

A sizeable number of sanyasis in the akharas  call foreigners by saying “hello,come here”.   Once the invitation is accepted, they play magnanimous hosts, welcoming their guests with “chillums” and chai. The love and attraction of some sanyasis for foreigner women was rather surprising. In the first meeting itself, they applied bhabhoot (sacred ash) on the forehead of the fair goddesses. In the second meeting, a rudraksh (sacred beads) necklace was put around their necks and some were even given new names like Shivahari or Shaktigiri. Then, they boasted about it to the other sanyasis – their “Guru Bhais”. “That ‘Angrezen’ (foreigner) has an amazing reverence for religion. She learned reciting ‘Om Namo Narayan’ so quickly! She is ready to become my disciple. Very soon, she will take Sanyas.” Something was invariably added to indicate that  their potential disciple  was a vegetarian. I was witness to more than a dozen such episodes but could never be sure  of the sentiment of the other party None admitted that she was ready to become a disciple. The Babas could not stop showering lavish praises on them but I never saw any desperation or great attraction towards the sadhus among foreigner women. 

It is very clear that a major chunk of the Sanyasis lacks clarity of perception. They have quit the world to serve humanity and religion. They even perform their last rites when they take sanyas to indicate that they have died to the world – or so they claim. Then, why do they get involved in petty caste considerations? Why do they look down upon other religions?  Why this fascination with white skin? When I sought to seek the answer to these questions from some sanyasis, they lost their temper; some even threatened to hit me with their chimta (tongs). They are not ready to tolerate anything that even remotely challenges the caste system. A sanyasi, who had seen some episodes of Aamir Khan’s Satyamev Jayate abused the film actor to his heart’s content. “How can carrying night soil on the head be described as a monstrosity? If a human being serves another human being, how does it become an atrocity? The scriptures clearly stipulate the duties of every caste. If anyone serves his brother human being or the society, what is wrong in it?” went the argument. The number of babas (hermits) who prefer to give up belief in the caste system and adherence to its rules to the personal choice of every person can be counted on the fingertips. But as far as the question of ‘allowing’ Shudras to take sanyas is concerned, they are unanimous in their view – it cannot be allowed under any circumstances. Some sanyasis charged the Juna Akhara with adopting any and every one as disciple. If this continues, they said, within a few years, Dharma would be destroyed.


One is reminded of Kabir: “Chaturai Hari Na Mile, Ae Batan kee baat, Ek nispehi nirdhaar ka, gahak gopinath” ( You may adopt any tricks, but you will not be able to meet God/God belongs to the one who is unsullied and without any support)

Chinua Achebe: African excellence at its best

Chinua Achebe, known as the Father of African literature, especially fiction, passed away on 21 March. He was in the league of Wole Soyinka, Nadime Gordimer and Ngugi wa Thiong’o, who established Black literature in the world. Achebe and his writings have a great significance for a country like India because he was one of the inspirations of Dalit literature, a much-talked about genre these days- a genre which entered the literature of Indian languages via Maharashtra’s Black Panther movement.
Chinua Achebe’s name is prominent among those who helped demolish the well-constructed myth of superiority of the Western culture. He not only afforded a place for African writing on the world map but he also gave a befitting reply to the propaganda that Africans were a lesser race. Nelson Mandela described Achebe as a writer who took Africa to the rest of the world and in the company of whom, the prison walls simply ceased to exist. Going a step further, it can be said that Achebe was among the writers who first told us  how the Third world nations – and especially the tribal communities inhabiting them – share a common history.
“Things fall apart, the centre cannot hold”, from these lines of Irish poet WB Yeats’s poem “Second Coming” was born the title of Achebe’s first and most well-known novel Things Fall Apart. In this novel, which has been translated into more than 50 languages and has sold upwards of 12 million copies, Achebe described the historical tragedy of the collapse of the very axis of the African society. The Guardian, in a review of the novel said, “This novel has turned the outlook of the West towards Africa on its head – an outlook that was based on the views of White Colonisers.”
What is this colonial outlook? It is this that the colonization of Africa was aimed at ‘civilizing’ the people who were branded as ‘inferior’, ‘primitive’ and ‘barbarians’. This was the ideological basis that was used to lend legitimacy to the colonization of Africa, Asia, America and Australia by Europe, notwithstanding its blood-soaked history replete with acts of barbarism. Things Fall Apart not only tells the story of Nigeria, it tells the story of all the countries of the world which were enslaved by the Europeans on the patently false plea of “civilizing” them. The novel systematically demolishes the Western propaganda that before the arrival of the Whites, the concepts of governance and justice were alien to the residents of Africa. In Things Fall Apart, Achebe takes the reader to the African tribal society, as it was just before the arrival of the Whites. Though to an outsider this society might seem to be primitive and outside the ambit of modernity, internally, this society too was informed by the quest for peace, justice and governance – the same quest on which the modern Europe prides itself. Achebe pits the so-called barbaric African society against the “civilized European society” and demonstrates how the traditional socio-cultural and political institutions of the African society were destroyed after the arrival of the Whites. It would not be surprising, if, while reading Things fall Apart, one might remember Sidho-Kanu and Birsa Munda rising in revolt in the Chota Nagpur plateau for the protection of their liberty and their traditional culture and religious beliefs.
Clearly, Chinua Achebe knew that he is not merely a word-smith but he has to use words to rebuild a history that was humiliated and effaced from human memory. His trilogy of novels on AfricaThings Fall Apart, Arrow of God and  No Longer At Ease – stand testimony to this endeavour of his.
The perpetual struggle between the writer and the historian within him is palpable in Chinua Achebe’s writings. In an interview he had once said, “A writer is not merely a writer. He is a citizen too.” Achebe believed that the very existence of serious and fine literature is in aid of humanity. His love for not only African but the entire exploited humanity comes through very clearly in his writings.

Politics over death

Kolkata-based, 23-year-old Sudipto Gupta, an activist of the Students Federation of India (SFI) and a masters student of political science, lost his life while in police custody.  Sudipto was the state committee member of SFI.  It is difficult to believe that a student can be killed only for the crime of attending a rally
According to Sudipto’s sister “He was a talented young man. He wrote poems, songs and slogans for the party.” His father is completely shattered at the loss of his only son.  
On 2 April, after a rally, Sudipto, along with other members of SFI, was arrested and taken in a bus to the Presidency jail where it was announced that they were free. The students, however, insisted that they wanted to be taken to jail and refused to get down from the bus. It was when the cops were dragging him out of the bus that Sudipto’s head hit a lamppost and he was severely injured. Many said that even after that the police kept on beating him and he was not taken to hospital in time. In the hospital too, he was made to wait for two hours before he could get any treatment. 
According to the postmortem report, he had serious injuries on his forehead, jaw and the back of the head and his eyes had come out of the socket. He died due to internal hemorrhage.
The next day, his body was taken in rally to the SFI office, his college and his Garia home. Before that, Chief Minister Mamata Banerjee came to the hospital met his father and said that she will extend every possible help to the family. But  after that, according to the Left Front Chief Biman Bose, she changed her tune and  said that, “It was just an accident and it may happen with anyone...people travelling in trains hanging at the door get knocked down by poles and die…” Subsequently, she also allegedly described the death as a “petty matter.”
 There is no concrete evidence as to what actually happened. Though there are CCTV cameras on the road that leads to Presidency jail none of them was pointed at the place where the incident took place.
 Though many are pointing fingers at the police and the state government but it’s still unknown as to whether his death was a murder or an accident. In the aftermath of the incident, SFI workers allegedly misbehaved with Mamata Banerjee and the WB finance minister at Yojana Bhavan in New Delhi, triggering a fresh round of allegations and counter-allegations.

The political tug of war notwithstanding, Sudipto’s father just wants a judicial probe into the incident so that his dead son can get justice.

Modi’s Illusory Development

Narendra Modi has appeared in three different avatars during his three tenures as the chief minister of Gujarat. In 2002, he was the “Hindutva Poster Boy”; in 2007, he emerged as “Maut ka Saudagar” for his rivals and as “Hindu Hriday Samrat” for his supporters. Again, in 2012, he changed his avatar and now is presenting himself as “Vikas Purush” for the upcoming 2014 Lok Sabha election.                     
Urban and rural middle classes praise him as the messiah of development and critics thrash him as the master of false propaganda. After conquering Gujarat, Modi has set his eyes on Delhi’s throne; and he is trying hard  to grab it. After the debacle of the Ram Mandir issue, BJP rightly  realized that Hindutva alone cannot  bring it to power at the Centre. Modi is also well aware of this fact and so he has made one more experiment in the laboratory of Hindutva – of development –  and succeeded.
However, many fingers are being pointed at Modi’s so-called development. Critics call it false propaganda. The chief of Press Council of India, Justice Katju, for instance, says, “Modi’s version of Gujarat development is phony.”
Modi’s popularity is said to be the result of PR and media management. Recently, the former BJP ideologue Govindacharya alleged that, “Modi has created his aura with the help of media management.” He knows very well how hype can be created and how people can be brainwashed. Even though Gujarat is far behind many states   on various developmental indices, Modi continues to harp that Gujarat under him has become the number one state in the country. While opposing the Motion of Thanks on Governor’s address to the assembly, the leader of the opposition Shankarsinh Vaghela alleged, “This government and chief minister are making big claims about the state …I agree that there is development but it’s just of some industrial houses.” But the woes of the people in the state are also increasing. “There is development in theft, in slaughtering of cow progeny, in number of suicides by farmers, in state’s debt too there is development.” added Vaghela.
tThe success story of Gujarat predates Modi.  No one chief minister can claim credit for the development of Gujarat. This is proven by the growth rates recorded during tenures of previous CMs of Gujarat. RBI’s Hand Book of Indian Economy states that under Modi’s regime, Gujarat’s growth rate has been 16.25 per cent per annum. During the tenure of the late Chimanbhai Patel, it was 16.75 per cent. Previous governments, under Madhavsingh Solanki and Amarsingh Chaudhary also witnessed 14.8 per cent growth rate.
Modi has managed to impress middle-class and business communities inside and beyond Gujarat through well-planned strategies.  Recently, a visit by an American delegation created a controversy in the media. It was alleged that the delegates had paid 3,000 to 16,000 US dollars to the agency which had arranged the trip. Modi has hired such agencies at a huge cost which, his critics allege, are paid by the state exchequer.
Today, Gujarat is reeling under severe scarcity of water and facing drought-like situation in 17 districts. Gujarat government itself has declared 3,918 villages of 10 districts water-scarcity hit. Narmada is the acknowledged lifeline of Gujarat but farmers and villagers are deprived of its benefits. Former chief minister and once a close associate of Narendra Modi, Keshubhai Patel says, “Narendra Modi had assured to fill up 77 dams of drought-prone Saurastra region through the promised Narmada canal network but it is nowhere in sight.. When will the work start and when will it be completed? Modi government should stop misleading the people.”
Even though in terms of GDP Gujarat had delivered significantly over the last 15 years, in areas of nutrition, education, employment, wages, rural planning, health, status of environment and other indicators of overall health of society, it has performed poorly vis-a-vis other states. NSSO and other sample surveys show that high economic growth rate in Gujarat  has been achieved at the expense of basic human development.

Government of India should stand up for Sri Lankan Tamils

Presently, the DMK is supporting the Manmohan Singh government from outside. The DMK, which was part of the government till recently, withdrew its support because the central government could not persuade the USA to employ tough language against Sri Lanka. The DMK wanted that the GoI should bring pressure to bear upon the US to table a resolution in the United Nations Human Rights Council (UNHRC), seeking an independent international probe into the war crimes committed by Sri Lanka in the battle against the Tamils.
The DMK also wanted that the ethnic conflict in Sri Lanka be seen as a genocide of the Tamils and should be presented as such in the UNHRC. The DMK contends that with the consent of India, the US tabled a rather soft resolution in the UNHRC, which hurt the interests of the Sri Lankan Tamils and that was why, it was forced to withdraw support from the central government.
The policy of the Government of India towards the Sri Lankan Tamils has been changing by the day. Sometimes, it comes out in support of the Sri Lankan Tamils and on other occasions, it sides with the government of that country. The GoI has no clear and unambiguous foreign policy on the issue of Sri Lankan Tamils. The successive governments of Tamil Nadu and its people consider the Sri Lankan Tamils as one of them and have an emotional affinity with them. That is why they have been lobbying in support of the Sri Lankan Tamils and pressurizing the Union government to do something to help them. The Jayalalitha government of Tamil Nadu too seems to be openly siding with the Sri Lankan Tamils. It is high time that the GoI frames a clear-cut foreign policy that serves to protect the interests of the Sri Lankan Tamils. The GoI should abandon its running-with-the-hare-hunting-with-the-hounds policy vis-à-vis the Sri Lankan Tamils and protect its long-term interests. There are some compelling reasons as to why the GoI should give priority to the interests of the Sri Lankan Tamils and win over the people and political parties of Tamil Nadu.

Sri Lankan government wants to wipe out Tamils

The Sinhalese–Tamil conflict has a long history. In a so-called democratic Sri Lanka, the Sinhalese-dominated government has always been discriminating against the Tamils. They are treated as second-grade citizens. Sri Lankan Tamils are deprived of their democratic rights and they have been, time and again, pleading with the international community to protect their human rights. When, under the leadership of Prabhakaran, the Tamils sought a separate Eelam for themselves and demanded democratic rights, they were crushed mercilessly. According to an estimate, the Sri Lankan army massacred at least 40,000 Tamils, including Prabhakaran, his family members and his associates. The prisoners of war were shot openly at point-blank range. Even the 12-year-old son of Prabhakaran was not spared. The Sri Lankan Army personnel raped Tamil women, disrobed them and then shot them.
The Sri Lankan government violated all international norms and fired upon and bombed even hospitals. The concept of No Fire Zone, it seemed, was alien to the Sri Lankan army personnel. It was a carnage, a genocide of innocent Tamilians. The murder of Prabhakaran and his associates in 2009 does not seem to have quenched the blood-thirst of the Sri Lankan government and even now, of and on, Tamilians are becoming the target of wanton violence perpetrated by the Army.
In these circumstances, it is the duty of the Government of India to take up the responsibility of protecting the lives and property of the Tamils that are left in Sri Lanka. The GoI should also make every possible effort to bring to light the war crimes committed during the battle against the Tamils and the atrocities they were subjected to. The Sri Lankan Tamils need our urgent and effective help to counter the human-rights violations by the government and the army of that country. The GoI should work towards ensuring that an international panel be constituted for a fair and independent probe into the war crimes and human-rights violations committed by the Sri Lankan army. It is only then that the Sri Lankan Army will withdraw from northern Sri Lanka, paving the way for the 1.5 lakh displaced Tamils to return to their homes. India is seeking a bigger role for itself in the international arena. It is, therefore, even more necessary that it raise its voice against the ethnic cleansing of Tamils. That will be in its long-term interests.   

Growing intervention of Pakistan and China in Sri Lanka

 China and Pakistan voted in favour of Sri Lanka on the issue of Tamils. This has once again bared the attitude of the two countries – especially Pakistan – towards India. Pakistan does not want to let go of any opportunity to humiliate India on international platforms. India needs to revisit its Sri Lankan policy, in view of the growing trade and strategic relations between Sri Lanka on one hand and China and Pakistan on the other. This is an opportune moment for India, whence, by coming out openly in favour of the Sri Lankan Tamils, it can give a befitting reply to Pakistan and China.

Need to work on Indira–Rajiv formula

Former prime ministers Indira Gandhi and Rajiv Gandhi had signed several pacts with Sri Lanka in the interest of the Tamils. It is another matter that according to Jain Commission report, LTTE had a role in the assassination of Rajiv Gandhi. The Congress-led UPA government should work on the lines of Indira and Rajiv. When PV Narasimha Rao was the Minister for External Affairs in the Indira Gandhi cabinet, he had announced that the GoI would follow the Munroe doctrine vis-a-vis Sri Lanka. That meant that India will not ignore the happenings in Sri Lanka. When the Tamils were being persecuted by the Sri Lankan government, IAF planes, escorted by fighter jets, dropped relief material in the Tamil-dominated areas. Rajiv Gandhi had signed a pact with the then Sri Lankan president Jayavardhane for a permanent solution to the Tamil problem and had sent IPKF to Sri Lanka to enforce the pact. Indira Gandhi had provided the Voice of America facilities to broadcast in Sri Lanka and had ensured that the Sri Lankan government’s plan to handover the strategically important Trincomalee port to the US came a cropper. At that time, Uncle Sam was flirting with Pakistan. Indira Gandhi and Rajiv Gandhi had taken several steps, including signing of pacts with Sri Lankan government, to secure the interests of the Tamils.

Comprehensive development needs Kabir, Raidas

The first pre-requisite for development of the society is doing away with the inertia that has set in. The light of development can reach only a conscious and aware society. Till we banish the status quo, we cannot hope to bring about proportionate development.
Today, the society needs a people’s movement in which all sections of the society participate. The internal bottlenecks coming in the way of development can only be removed by drawing inspiration from the teachings of Kabir and Raidas. For instance, reservation is an issue on which a major discourse is needed in our society. Reservation was meant to remove the wide chasm that had developed between different communities but unfortunately, some people took it as their permanent privilege. Reservation was devised as a means to ensure that all sections of the people reach up to a minimum level of development. Those who were below that level were given reservation to enable them to come abreast of others and it was believed that once that happened, proportionate development would automatically follow. But that was not to be.
The Indian society has changed a lot. People of all classes are now joining the social mainstream. But, on the other hand, the standard of debate in the Indian Parliament is falling. No one wants to discuss the problems confronting the nation. Politics has only become a tool for acquiring power. In politics, might has become right. In fact, though we are described as the biggest democracy of the world and everything appears hunky-dory superficially but internally, things are in a bad shape. In this situation, the talented people should come forward to lead the society. We should all shed our biases and march on the road to development taking everyone along.
